Northeast Asian Law Research Institute—Faculty of Law, Hue University: Academic Exchange Cooperation

Jeonbuk National University (JBNU) Northeast Asian Law Research Institute (Director Professor Song Mun-ho) signed a memorandum of understanding (MOU) with the Faculty of Law, Hue University, to promote academic exchange and cooperation in education and research.

 

Both universities will conduct joint research on legal issues and case law newly emerging in the age of artificial intelligence and will continue to expand international cooperation among flagship national universities. They also plan to collaborate on establishing sound legal frameworks to help both countries advance as AI and digital powers.

 

Furthermore, Director Song Mun-ho and Dean Doan Duc Luong shared a joint vision to create an "Asian Research Belt for Virtual Asset Law and AI Law" encompassing Taiwan, China, India, Japan, Vietnam and other countries, and agreed on the importance of building a regional platform for legal cooperation in Asia.

 

As part of this effort, the two institutions held a joint international conference on "Artificial Intelligence and Digital Governance" at Hue University on January 27–28. The conference was jointly organized by Director Song Mun-ho of the JBNU Northeast Asian Law Research Institute and Dean Doan Duc Luong (Assoc. Prof. Dr. Doan Duc Luong) of the Faculty of Law, Hue University. Researchers from both universities presented papers and engaged in discussions to broadly examine the latest trends and challenges in AI and digital regulatory legislation.

 

At the conference, Director Song Mun-ho presented "Bitcoin, Stablecoin & Law in Korea" to outline the current state of virtual asset regulation in Korea. JBNU's Dr. Lee Woong-young presented "Global AI Norms and Korea’s Strategic Choice (Global AI Norms and Korea’s Strategic Choice)," offering Korea's strategic options within international AI norms. JBNU's Dr. Seo Chang-bae presented "Recent Trends in Korea’s Online Platform Regulation—Focusing on Data Processing Issues," addressing data regulation and competition law issues.

 

On the Vietnamese side, Professor Phan Binh Tuan Anh presented on Vietnam's actual use of AI and its legislative status, and Lecturer Ho Minh Thanh presented on the issues and future tasks of AI and data legislation, drawing notable attention.

 

The subsequent special lectures included practical educational programs primarily for students of the Department of Economic Law. Director Song Mun-ho lectured on "Advanced Science and Technology and Changes in Social Systems," focusing on students' immediate concerns such as employment, which received strong responses. Dr. Lee Woong-young lectured on "AIGC Labeling Systems: On the Boundary Between the Real and the Virtual," and Dr. Seo Chang-bae lectured on generative AI, data protection, and competition law issues.

 

Researchers from both countries compared and analyzed precedents and legislative trends in major countries such as the United States and China, exploring common challenges and directions for cooperation.

 

In particular, Director Song Mun-ho emphasized the need for legal research not only in representative Physical AI fields such as AI weapon systems and autonomous vehicles, but also on big tech companies that possess distinctive technologies capable of circumventing copyright and patent protections. He highlighted the ripple effects of advanced technologies on the legal systems of both countries and the importance of international cooperation.

 

Researchers from both countries agreed that 'this conference will be a leading achievement in legal research on data and digital governance, core elements of the AI era,' and expressed the hope that the discussions will make a tangible contribution to the academic development and social progress of both countries.
